AABOR By-laws Changes

Non-substantive

  • Article 1: Name and Purpose
The object of this Association shall be to establish good fellowship among the Boards of Registrars of the State of Alabama, to improve and extend the services rendered to the public by its members, and, by united action, work for the betterment of every Board of Registrars in the State. The rules contained in the current editions of "Robert's Rules of Order Newly Revised" shall govern the Association in all cases in to which they apply, and in which they are not inconsistent with this Constitution and By-Laws or any special rules of order the Association may adopt. The Association shall meet twice each year, spring and fall, on a date and location chosen by the President with the approval of the Executive Committee.

  • Article VIII:  Committees
Section 2. NOMINATING COMMITTEE: Every two (2) years the President and the Executive Committee shall appoint a Nominating Committee consisting of seven members, one from each Congressional District. This committee will elect its own Chairman and will meet as the need arises. No member of the Nominating Committee shall be nominated or hold office on the Executive Committee or the Legislative Committee. The Nominating Committee shall serve to count and certify election ballot results.
 
Replace with: (The Nominating Committee shall count and certify election results.)
 

  • Article IX:  Elections:
d. The Treasurer will certify to the Nominating Committee, 10 days prior to the election, a list of qualified members (those who have paid their dues). The Nominating Committee will then provide a poll list and each qualified member will receive a ballot upon signing
the poll list. At a specified time the ballots will be returned to the Nominating Committee.


Replace with:
d. (Ten days prior to an election, the Treasurer will present to the Nominating Committee, a list of qualified AABOR members who are in good standing.)
  
 
Substantive
  • Article III:  Officers
The officers of the Association shall be as follows: President, Vice-President, Secretary, Treasurer and Historian. These officers will collectively serve as The Executive Committee. The election of officers shall be held every two years (2), in the month of
November, to coincide with new appointments by the Appointing Board. (^) The officers shall hold offices from the time of installation during the meeting at which they are elected and shall serve until their successors are elected and qualified, according to the Constitution and By-Laws. When the Association is not in session, the Executive Committee shall be vested with all the powers of the Association needing to be and not inconsistent with the Constitution and By-Laws. In the event an officer or executive committee member of the association miss two (2) consecutive executive meetings, he or she shall relinquish their position, pending a review
by the executive committee and that position shall be filled as outlined in the Standing By-Laws. Should vacancies occur in the elective offices of the Association, the President or the Vice-President in the President’s absence may appoint interim replacement(s). Should multiple vacancies occur which include the offices of the president and vice president, the
line of succession will be as follows; President, Vice-President, Treasurer, Recording Secretary, Corresponding Secretary, Chairman of the Legislative Committee, Chairman of the Constitution and By-Laws Committee. These officers will move upward within the line
of succession and shall assume the authority and duties of the office to which they accede. NOTE: If either of the Committee Chairmen accedes to the office of President, they shall immediately appoint a nominating committee and conduct a general election of officers within three months of their accession.

(​Smooth and successful transitioning is key to maintaining a strong organization from year to year. An effective transition will establish continuity of the Associations’ progress, goals and growth, ensure the successful transfer of important information, build upon the achievements of outgoing officers, re-enforce productive communication between officers and general membership, and provide an opportunity for incoming officers to plan for the future and establish new goals.
 
On the day in which officers are elected, outgoing officers shall ensure that the newly elected officers are administered the oath of office in the presence of general  membership. Outgoing officers shall continue to chair the meeting at which the election has taken place until said meetings’ conclusion. For no less than 30 (thirty) days thereafter, the outgoing officers will closely coordinate with their newly elected counterparts to transfer all Association documentation and information to ensure effective governance without delay or interruption, thereby laying a strong foundation for their success.)
